84 Scrambler Jerky accleration unless throttle is wide open

So, Ive been driving my girlfriend's scrambler. She said it didnt run well, so I thought I would check it out. It wouldn't start easily, I found the Electric choke had no power, so reconnected to good power. Then I reset the mixture screw to two turns and the idle to one and a half. I started the motor and tuned both idle and mixture till it sounded good at 900 rpm. It now starts well and idles good.

Here is the problem. When accelerating, anything but pedal to the floor results in jerky and halting acceleration. But when I push the pedal to the floor at higher rpm, it takes off like a rocket...

Any ideas for me to investigate?
