79 CJ5 4.2l Sputtering while maintaining speed

I have a 1979 CJ5 with a 4.2l I6. I just put a full new fuel system on the jeep. Fuel pump 1 month ago and i just finished this week with a new MTS plastic tank, sending unit, all new hoses, and fuel filter. The previous setup did not have the 1 in 2 out filter with the return line to the tank. It just had the line going to the carburetor. I have a Holley Remanufactured Carter 2 Barrel Carburetor that I bought a few years ago. My problem is that the jeep seems to run fine except when at higher rpm's accelerating it shudders, then when I am at highway speed just maintaining and not accelerating the jeep just dies, then when i push down the gas, it will kick back on and start accelerating and will run fine until i get to speed so that i am just maintaining speed. and it will die again. It almost seems like the fuel pump is not putting out enough pressure at the lower rpm's to maintain, but i'm not sure. Any suggestions?

So, after much frustration in carburetor adjustments and experimenting with other things, I decided to remove the fuel return to the tank since it ran better before I added it. I Took a drive and the dang thing seems to run great. No more sputtering. I get about 11 MPG while cruising 55-65, which is terrible for a 6. I was hoping for at least 14 or 15. I thought this may have been because of the lack of a return fuel line, but it won't run with a return, so i am stumped.
