77 CJ7 steering locking plate removal

I have started a project that I have been putting off and that is replacing the turn signal switch on my CJ. I have got all of the tools and I have got down to removing the locking plate but it is set tight and I'm trying to figure out how to pull it off the hub. The snap ring is out and there is nothing holding it on the hub other than is seems to be stuck. Any ideas on how to solve this problem without doing significant damage to the column would be greatly appreciated.
