How do you know they are not locking??

If you have turned them to the 4x4 marks and they do not lock (Check by trying to turn the U-joint in the knuckle for that side) then the sliders are probably just gummed up with old grease.

Remove the allen screws on the outside of the lockout, pull the selector straight out. Make sure the slider slides freely inside the lockout body, cleaning with brake cleaner if necessary, and then apply a light coat of white grease to lube them.

If that is not it, the springs may be bad and you will need to replace the units.

HTH

The exact same thing was the case with me. Old factory lockouts were bad, or so I thought. After spending cash on new hubs and them not working either I figured it out. Short stub axle was broke clean. That is how i purchased it, not knowing. Check your axles first. Pull off the differential plate and your tire (to make it spin easier, while in the air) and spin the axle by hand to see if it spins the gears....
