304 sputtering, when accelerating

Slowly getting my 79 cj7 fixed. I noticed while driving that the engine would sputter when accelerating, it would fall off then start pulling again. I heard a slight squeal ( may or may not be related) I also noticed my clear filter was only half full normally it's all the way full. I was thinking the fuel pump but the PO said he just replaced it because the engine was idling up and down. Any ideas what it could be before I start throwing parts and money at it? It was running fine before this
