258 YF carb help

i have a 258 with a carter YF carb on. when the motor idles its rought and the rpm goes up and down. but when i press on the little rod that its by the eletric choke body it runs perfect , but when i let go it goes back to runing bad. what is the problem , can someone help?

make it so the little rod your pressing on stays in that position?
