1979 CJ5 Fuel Issues...And the Reason

I recently put another new fuel pump on my jeep. After a a week or so, I started having Intermittent fuel issues again and I noticed that my new clear fuel filter was extremely dirty. I decided to pull the tank and this is what I found, so rather than take the time to try to make this tank work, I have decided to go with an MTS Polyethylene Tank (Found on ebay for $145 shipped). After looking at the fuel system and reading up online, I realized that my jeep should have the fuel filter with the return to the tank. I have also experienced extremely poor gas mileage. Could this be due to the mechanical fuel pump and no return line to the tank?
