1965 cj5 won't start - possible wiring issue?

Hi everyone here is what is happening since we installed a rebuilt f head 134:

-engine turns over but does not start
-brake lights do not turn off(possibly taillights, not sure)
-we replaced the ignition coil
-replaced distributor cap
-checked and rechecked timing
-spark plugs have some spark(might not be strong enough?)

It seems like there are a lot of experts on here and I wanted to check if anyone had any ideas about this??
