The 4th pedal might be to seperate the front and rear brakes? Or engaging/disengageing the PTO? Who knows?, their Russians. It could be for a missile launcher or something.

But they did an awsome job, although I doubt the entire thing was made from scratch, probably the drivetrain and suspension stuff was homebuilt, along with a lot of other stuff. The only thing factory made on it is probably the body.

It looks like it was mostly adapted from tractor parts, so I would guess that it has 2 brake pedals, as some tractors do. Although they're usually tied together somehow.

That, or it could be a starter pedal instead of a starter on the ignition.

I'll bet it's to separate the left side brakes from the right side brakes.
That is how my Kubota is set up. You can actually lock up one side from the other if you desire. Helps it to make tighter turns if need be. Of course the Kubota is only build with rear mounted brakes.
