Right. I think what the population would like to know is his opinion, or at least what his advisors say his opinion should be.
I have to respect the fact that he isn't directly criticizing Bush's last decisions. It shows some class and mutual respect. That doesn't mean he can't give the population a hint to what he would/will do...
