OK I won't go deep into legal or illegal wheeling but I assume because it was a lunch encounter and he is young you all assume it is illegal, whatever the case you may want to go to a doctor for that foot.....does Tetnis come to mind?

Why do these threads always become a courtroom with one person proclaiming himself the judge (the initiator) and then the jury chiming in on whether or not it's legal or not?

Get a life.

Paragon was closed because the land owner broke the lease. He wanted more money for the land he owned so he found a loophole in his contract and he exploited it. You'll find a lot of things to be driven by money in this world if you haven't yet discovered that.

A lot of wheeling places are closed due to littering and environmental reasons. For example sedimentation caused by vehicles at stream crossings.

Technically if it is a class VI road and it's not gated or no trespassing, it is legal to be there (Private land != legal). Check with your local city transportation development and ask for a list of these places if you don't believe me. Also check with private land owners, many farmers/landowners don't mind if you ask them as long as you stay off their fields or other certain areas of their land.
