I was really hoping for something like the old Cabella's Off Road Adventure type game.. Free roaming with 4x4 trucks/jeeps.

4x4 Evo and 4x4 Evo 2 were not MMO, but very fun and exactly what you're describing. Cheap and old, but graphics aren't terrible. Google it

I haven't been able to find any.. I used to love to play Cabela's Offroad Adventure 2, you just roamed around and could use a winch to get through tough spots.. But it wasn't multiplayer..

As far as 4x4 Evo and 4x4 Evo 2, are they free roam?

You can race and the racing is fun, but there's also free roam. It's very open. You can modify your rig, including winches, lifts, tires, lights, bumper, engine, etc... It all affects it by wind resistance and weight, but the winch helps you get reset quicker if stuck etc... A lot of trucks. Only the 2nd one had Jeeps.

4x4 Evo 2 has a decent size online community, especially considering it's over 6 years old. Lots of maps and downloads. Fun game, you can find treasure (more cash for a new truck or parts), UFOs, trains, etc... if you know where to look

I've even thought about buying San Andreas, getting the multiplayer mod and putting some truck/jeep models in it.. It's sad.. I know.. I blame all of you and my Jeep for this..

Really, still that much? Even for its age, I'd say it's worth it, though I played it when it was new. I might go find it after my parents move, it's probably packed away somewhere in there.
