I think it could be if enough people do it, but they would have to catch you...

I know on 'another' site, people have posted numbers of emo kids they find on myspace, just to call and harass them all night.
Frankly, I didn't get that either. The Clintwood PD said that the fairview rd address was county jurisdiction, and that the address the license plate is registered to (VA KLT-2629) was also county jurisdiction. The fairview rd address is a diner where he receives his scam money. Whatever address is tied to his license plate is where he actually lives. I'd have to pay money on a reverse look up website to get that address though.
Maybe, can any police officer (anywhere) look up this info?

They can, but it's unethical to do so for what are technically personal reasons. An officer can easily do it but should they, no.

Except no one here is trying to harass Daniel. It is just very important to a lot of individuals that they get in touch with Daniel once or twice so that they can encourage him to do the right thing and send me back the money he scammed me out of. Also pictures of burning houses and cartoon characters with torches are all parody for comical purposes, with no insinuation of threats of any kind

And that's why I wouldn't ask an officer to compromise their ethics to give me that information when there are such available (albeit not free) channels to get it.

Of course, for comical affect to lighten the atmosphere.

Im just saying, its how the person interprets the phone calls that determines whether or not its harassment. Just like bill collectors calling on legitment collections, if that person gets the right lawyer the bill collectors are "harassing" them.

There are NO charges to press.

Daniel Hays of Clintwood Virginia sold a Flowmaster Super 40 muffler for $50 plus shipping. Fo his $65 pianoman got a Flowmaster muffler that does appear to be a Super 40 to some.

His mailing address is Clintwood, Virginia. In rural America that may have nothing at all to do with where he lives. My family is from Jackson, Kentucky if you go by their mailing address. In reality my family is from an unincorporated section of Breathitt County Kentucky that is at a minimum 15 miles from Jackson. Jackson just happens to be where the Post Office is.

Jackson has a police department, but out where my family is from they have the Sheriff. Last I was there he has to patrol in his own 70's era Ford truck because his patrol car sits on blocks in front of his office, which back in the day was a trailer home that sat illegally beside a creek on state land. When my family really needed help, the Jackson police high balled it out there. That's just the way things are.

At great risk to their employment and pension. Even in Backwater, Virginia any access of the state database of license plates or drivers licenses are logged and tracked. Any one of these inquires is subject to investigation and any unauthorized access of information subjects the officer to termination. Termination leads to loss of pension.

Disseminating that information to an unauthorized third party in the state of Kentucky is a felony and could in theory lead to jail time. I would bet that it is the same in every state with privacy laws being what they are now.

That is true.

Luckily, my source is in a small department that no one has ever heard of. They are over funded and for some reason get away with many things they should not.

Famous last words. An interstate records request is going to toss up a red flag regardless of how far out in the sticks your source is. It isn't like he is getting anonymous access to the records databases. A prosecutor in Virginia knows without asking who accessed the file, where they are located and who they work for.

Your source either knows this but wants you to think he is cool or he is too stupid to be in the position that he is in. My bet is on the former.

Paypal's 'protection' is a joke.
