how bad is this water damange

I would say this is at least 8+ years of shower water damage in this apartment. I saw some mold on the wall, where the tub meets the wall, the caulking is gone and paint chipped. I checked the floorboards of the bathroom and there is water damage, even some turning the wood green as you will see in the pictures.Feel some warped floorboards in the bathroom. The maint. guy patched it up first pictures, but I dont think they know about the other pictures. The bathroom has no window, is on the second level of a loft style apartment, so it gets very hot up there as the old tenant said.

What do you all think of the condition in terms of tenant rights? Would a Board of Health look at that and have an instant 'fix this' reaction? What do carpenters think?
I believe categorizes as 'chronic dampness' for safe and sanitary laws and will need this as a new tenant.
