Do the TJ 5-star steel rims have an off-set to them?

I was told that the look of wider tires is in having off-set rims. I found a set of rims on ebay but I'm not sure if they are what I want. Will they give me the off-set with 30'x9.5R15? http://cgi.ebay.com/ebaymotors/aw-cg...item=600497814

It is called back spacing. Stock wheels have 5-51/2" of backspacing. to get a wider look you need less back spacing like 3 3/4- 4" is probably what you are looking for. the rims you are asking about are stock and won't give you the wider look.
