If it ever comes in:

I'll be adding a Bushnell Trophy 3-6x32 LER on Leupold QD rings, a Harris HBR-S bipod, a Smith Enterprise Coast Guard style muzzle break and Smith Enterprise Army style, full hood front sight.

Somehow I don't think you intend that rifle for deer hunting.

Curious. Why is it the best, better than anything else?

Pigs mostly, but it'll work for deer too. The .308 Win round can be loaded to .30-06 velocities these days, so it's a pretty versatile round. Cheap mil-spec 7.62x51 has pretty good terminal velocities out to 800 meters. Also, if the zombie doom ever happens, I'm covered there too. I'm big on owning multi-function tools. The M1A is sort of the the big block Chevy equipped, deep geared, CJ-7 of the gun world.

But the problem is you can't load it with heavier weight bullets without issues like you can with a bolt action '06. The magazine is the dertimining factor in OAL for the round and not the chamber itself so you have to load heavier bullets deeper and decreasing available powder space. The action is plenty strong but the op-rod is the weak link in the system. You can't load hot if you plan on staying in the pressure curve and saving the rod. Plus it's an 18" barrel so you lose around 40-50fps over the 22" version in a round that's usually 200 or so fps slower than the '06. Besides I made the mistake of lugging around an M1A during hunting season on a whim and won't do that again. Back on topic, I carry around a nice light 257 Roberts for varmints to deer.

I've carried a SAW with 1200 rounds out hunting before, the M1A with a little 5 round mag doesn't sound too bad.

Black Synthetic, although the Troy EBR stock would be dreamy. If I can save up an extra $300, I can buy the SA M1A Socom, which I love, but with christmas comin up I probably wont even have enough for the Scout when Im done buying gifts . But, we'll see, whatever I get I'll make a huge thread for it.

Tikka Rifles get the same barrels as the $1500 Sako rifles. All barrels are free floated. No Tikka rifle leaves the factory without shooting a 1" 3-shot group from sandbags. They are gauranteed 1" rifles and me, my Dad, and my friend see much better from our handloads.

Tikka rifles get the same trigger group as the Sako 75. A $1300+ rifle. You, the owner, can take an Allen wrench and lower the pull weight to as low as 2lbs. These are also the best triggers I have seen from a factory rifle. You can have your CZ set trigger or your accutriggers. Rem and Win triggers have sucked for years. The Sako/Tikka trigger is virtually creep-free, breaks clean like a glass rod, and has almost no overtravel.

The action is unbelievably slick. Especially when you consider this is a budget rifle. I understand that this is due to Finnish hunting law. To get a license a hunter must show he can get two shots on a small target in a very short period of time (I have forgotten the specifics) so even their budget rifles must be fast and accurate. The bolt lift is only 70 degrees (compared to 90 for most).

In my area you can get all that in a T3 lite for $479!

Are they perfect? No. The action comes in only one length so short cartridges do not gain all the advantages of a short cartridge. Though they do have a clever bolt stop that at least gives you the bolt throw of a short action. The trigger guards are plastic (no biggie), the bolt is made with 2 pieces instead of the Sako $300 one-piece bolt (again no biggie, only the handle is seperate and it isn't going anywhere), and the detachable magazine is a cheap plastic unit that costs as though it were not cheap plastic with spare mags running at $45 (my biggest Tikka pet peeve).

I just haven't seen anything that can compete in bang-for-the-buck factor!

Indy, just occured to me you may have meant the Sako.

Take everything I said above about the Tikka and add:
A nice steel trigger guard.
An even slicker action with a 60 deg bolt lift.
Action lengths to match the caliber.
Better finishes.
Better grade wood/Better synthetic stocks
Well-made steel magazines.
One-piece bolt
Accuracy to beat high-end Weatherbys costing significantly more than the Sako (I have a mag article somewhere that pits a $2300MSRP Weatherby against an $1600MSRP Sako 75 Varmint and some other rifles in the same caliber [The Sako wins]).

So that is why I think they are the best. Thanks for asking!
