That was never a prototype. You can tell by the crappy rear end that it's someone's mod-job that they're tying to get cash out of. Good idea. Ugly, but good idea...

I say it was a prototype but not from jeep. The person was building it to try and meet some need for the border patrol but the border patrol decided they no longer had the need the dude was building it to meet. So he was stuck with it. It has been done before a company wanting a vehicle to fit their needs and a person designs something and then gets a contract to buy the base vehicle and then build the vehicle to suit. Maybe this is what it was built for and it fell through. Looks like it was left out in the weather to rot. He should have finished it then sold it for what it is worth rather than trying to sell a hack job for more than it is worth.

That's my bet-he got dreams of being one of those guys who builds a fantastic vehicle in his garage that he can make oodles selling to the government, heard about a contract with the Border Patrol, tried to build a prototype, got halfway through, then stopped for whatever reason.

If you're not picky about comfort, you can fit a lot more people back there then you can with the back seat still in.
