I thought each wheel was chain driven, that would explain the name at least. But Hydraulic power would make more sense because of the arms raising and lowering.

i wonder if the articulation is manually controlled, and to what extent? if not, it doesnt look like he'd have much downforce in alot of situations
i dunno, seems complicated. edit: towards the end you see him controlling the legs with levers.
