when do I need longer sway bar end links?

Hiw big of a lift will need longer sway bar end links. I have a 2" spacer lift right now. And I plan on going with a 4" lift when I can afford it. I know they make discos but I cant afford those atm either.

if your getting a 4" lift it would be a good idea to get the longer sway bar end links to be on the safe side. may also have to adjust brake line and some other things

When you get the superlift it comes with extended sway bar links.

Are most still running stock length sway bar end links with 2" lifts?

On the front it doesn't matter because you haven't really changed the range of suspension motion (even with spacers, its not a drastic difference) or the distance between the sway bar and other suspension components. So stock links are fine for the front.

For the rear, same difference. Most kits lift the rear less than 2" (usually 1.5-1.75")to level the vehicle so the difference in relation to the sway bar linkage is minimal. The biggest benefit is disconnecting the rear if you're offroading and running longer shocks, otherwise the sway bar will greatly limit rear articulation.
