Yes you need to bring it to a dealer and they have to activate the package. Only takes 10 minutes or so.

Gilligan, you are confusing me
If you have the tow package there will be relays installed that remove the trailer wiring from the can bus system.
I installed my trailer brakes and everything is working perfectly without paying the dealer.
Do you NEED to have the starscan hooked up if you add the hitch/wiring yourself? Can anyone else do it, ie Autozone? Advanced?
This is the question I responded to... If you ADD the hitch and harness onto your Jeep as an aftermarket item then yes you have to get it activated; if it was already on there when you bought it you do not.
I received the Wire harness from JC Whitney (made by Curt) and plugged it into the taillights. I then installed my brake controller and wired it all up to a 7 pin connector for our small pop-up camper.
Plugged her in and had brake lights, turn signals, lights....the works...NO STARSCAN TOOL Required....im so happy. Everything works great!

I had one of the harnesses that plugged into the the tail lights when I had the 4 wire hookup. It worked fine most of the time, but it did make the Jeep think a turn signal bulb was out frequently. It was a pain because the signals would start blinking so fast that no one would be able to tell you were signaling a turn. It would only be the signals for one direction. I figured out if I turned the hazard flashers on, even just for one blink that it would reset and blink the turn signals at normal speed. I now have the 7 wire factory harness and I had to have the dealer activate the relays with Starscan to get the turn signals to work, but it has worked perfectly.
