Troy123 posted a good write regarding how to fix the N23 Recall without buying a Flashpac.
It seems to work. Give it a try if you lost your 4Lo. This is probably not a permanent fix, just a way to clear the code and get your 4Lo back for a while... we'll see.

Take your time because you dont want to strip or break bolts. I will use the newest looking bolts and high temp copper antisieze compound when installing. It wouldnt hurt to spray some penetrating oil. I didnt on these bolts. You want a high quality impact torx bits E10 and E12 with 3/8 drive. You need an assortment of ratchets, and extensions. Make sure the torx and ratchet extensions are perfectly parallel to the bolt and that the torx is well seated. Tap lightly with a wrench or small hammer. Do not use cheap sockets! They are really tight and some needed a 1/2 inch drive for more leverage. First remove the egr flex elbow with 4 E10 bolts. The two lower ones are tight so be prepared for a battle. Loosen all 4 then remove all 4. Now loosen the 8 E12 bolts then remove them. The last two bolts require Torx 45 male socket and are easy to access. Loosen them all the way but dont remove them, instead let them come up with the turbo. There is a small metal gasket cliped to the turbo it might fall off so put a rag or something back there to catch it.
Lesson learned: While the swirl motor can be removed with Turbo in place, I recommend doing the job proper and remove the turbo so that the swirl is really easy to get to. Yes, it will add about 12 hours to the job, but damaging the delicate manifold swirl linkage can cost a lot more in parts and labor. I lucked out because I have new manifolds ready to install. I think I will put the new turbo on too.
