Random hose on transfer case?

There is a black rubber hose that reminds me strongly of 3/8" rubber fuel line attached to my my transfer case (on the driver's side) via a "port" tube that it slips over. It is low/no pressure, evidenced by it being there and not secured (just slides easily over). I discovered it because it was hanging down and lightly rubbing the front drive-shaft. It leads to "somewhere in the bowels of the front of the vehicle".

What is it?
How should its "middle" be secured so it won't rub?

I'd guess it's a vent, like what the transmission and axles have. I'd want it routed up, so no water can ingress.

It's long. Can't see where it ends. What do I do with the middle? I see no obvious brackets?
