Lifters fell off

Here is the deal the lifters fell off destroying the head, cam and valve cover. We replaced everything and now it will start and run at 1500 rpm for about 2 min until it warms up then it will die.

It will start again and run but only if you hold it at 2500 rpm if you let off it will go down to 1500 and die. we have verified timing is spot on. Anybody have any ideas?
