Belt squeal on 4.7

A good friend asked me why his belt squeals whenever it rains a little and he hits a puddle, to the point where he looses power steering. I'm wondering if his tensioner spring is broken or if its just a worn belt. He says the loss of power steering is bad enough that its not safe to drive in the rain! Anyone seen this
before ??

His Jeep is an 05' WK with 4.7 V8.

This may or may not be related, but I was experiencing the squeal during a cold start. Meaning, temperatures below 5 degrees. There is a TSB for it, that may help him.

A worn belt or a weak tensioner spring, are possibilities; but I suggest to also check for any missing splash shields.
