You may be correct in some states. I cannot find a federal law that prevents a dealer from selling a used car with a recall.

In PA, however, they have a safety inspection process. I still think it's probably a matter of the dealer breaking the law somehow, but I can't quote a specific law. Who knows, it might pass the safety inspection with an open safety recall and thus, be able to be registered.

However, the dealer doesn't have to sell this vehicle if they don't want to. They don't have to let anyone drive it. At least, I don't think there's a law that forces them to do so. But, I'm not a lawyer.

PA does have very backwards laws sometimes, hell you can't even buy a car on Sunday in this state. Inspection process in this state can be strict, especially in a bigger city like Pgh or Philly. Why they wouldn't let you test drive it seems odd to me, but not letting you buy it, well, wouldn't you want to wait till it's fixed?

No, especially if I am in need of a new ride, the price is right, and I feel that the recall (like most) is silly and can be executed when it is in my possession. I can maybe even talk the dealer down in price due to the fake perception that it is really an issue.

I regularly ignore recalls. NHTSA is full of a bunch of morons, and their mandates are more often than not just plain silly.
