08 Jeep 3.0L Diesel question?

Hello, I am having an issue after fuel filter was changed and some fuel line work (I am DIYer). I have followed the instruction of bleeding the air from the fuel line. The issue is the jeep is cranking but will not start and there are 2 codes:
P0091 - Fuel Pressure Regulator 1 Control Circuit Low
P0003 - Fuel Volume Regulator Control Circuit Low

Looks like the fuel pressure sensor or a ground.

I have searched this forum, Googled the codes and checked the service manual. There are 5 things I need to look at:
• Faulty fuel pump
• Faulty fuel pump relay
• Faulty PCM
• Faulty electric fuel pressure regulator
• Restriction in the fuel filter or other parts of the fuel system
• Damaged wiring such as a short to ground
• Fuel tank low on fuel

I thought I would check with the forum to see if there is any thing else?

It not the water sensor in the fuel filter. I think it the Fuel quantity sensor (flow control) on the high pressure pump. I actually have another high pressure pump (used on eBay) so I am replacing the fuel quantity sensor with the other one, I will update this post when it is done.
