05 Pass Rear Window only goes up.

First off, sorry if this has been answered elsewhere in the forums. I did a cursory search and could not find a similar enough question.

So, my passenger rear window stopped going down some time ago from either the drivers cluster or the switch on that door. I assumed that the regulator/motor was bad, since it seemed unlikely that both switches would fail simultaneously, and decided to replace it. After installing the new regulator however the problem persists.

Is there any sort of testing I can do to determine if there is a short in the wiring or if perhaps the switches are bad (assuming somehow they both miraculously failed at the same time)? I get 12 volts to the pigtail that connects to the motor when I use either switch in the up position but only about a half a volt in the down position if that helps...

FYI, I know just enough, mechanically speaking, to be dangerous
