most are for looks, but if you have ever put one on a roll back you'll want on especially if its lowered. Most tracks require a front tow hook with a 2" or so opening to allow quick recovery off the track,the easy way to tell if it functional is to see what its mounted too.If it is through a factory opening like a grill its probably just for looks, if it is through a hole cut in a bumper like mine then it bolts straight to the frame it functional.

You might notice holes that could be snapped out of bumpers on like porsches and other high end "fast cars" and those are for mounting tow hooks also.
