Painting wheels

I picked these up for $20 for all four, they're all true and solid

but I want to paint them. Satin Black is the way I'm leaning towards, but I want to stand out a bit. I saw these on Ken Block's Focus and I like how one spoke is white, it looks pretty sweet with the wheels moving, like a strobe effect.

Can someone chop that pic with satin black and a white spoke?

Anyhow, what kind of prep do I need to do to paint them? And what kind of paint should I use? Would the paint be the same shade on the steel as well as the plastic center cap?
