Mechanical crank or electric motor? either one can be accessed by getting into the back of the jeep, removing the tailgate trim and window access panel.... fun! It'll be pretty easy to see what the problem is if its mech. If it's an electric motor, check the fuse/breaker and the wiring. Sometimes the exterior key switch dies, and if I remeber correctly, the wiring from the cabin up front goes through the key switch, at least it did on my '84 Wagoneer. You can by-pass that wiring but be careful! If your hands in there messing with the wiring, if you connect the wires that make it go down, you can mash your hand up pretty bad!
