Rear Defogger relay and area behind tailgate latch

I have been writting about my tailgate and asking about about the area behind the latch inside the tailgate - Does anybody know what this area controls and a fix or way to clean it up (Picture 2). The tail gate does work with the key in the latch and the switch upfront. Second, I see the rear defogger relay (Picture 3). Does anybody know how to get this all up and working again. Or what problems I may run into. I have attached a few pictures for review. Picture 1 is just some parts I found at the bottom of the tailgate.
