87 grand Wagoneer running rich? Can't tell...

I have an 87 grand Wagoneer with a 2bl carb on a 360 that I am pretty sure is running crazy rich. It failed nox by 1000 points and is pretty much a gross polluter. New carb? Still smells like CRAP and still won't pass. I tryed leaning it out but I don't think I did it right because nothing changed. It has the power of a damn smart car and can't even drive it anymore because Ill need a gas mask it is so bad. I want to drive my baby so bad btw got new cat and didn't change anything and my guess is I fouled it 5 mins after I welded it on. Anyways it starts up and runs fantastic. And I'm only getting about 4 miles to the gallon. I need help bad!!!

Find a local shop that knows carburetors and have them tune it on a dyno, would probably cost $200-300 (depending on how long it takes them and their hourly rate) but it should run great after that.

Another solution would be to ditch the carburetor and go with fuel injection:

That particular kit is California legal (I noticed you were in California). It is a bit expensive but in cold weather it will start perfectly and it will run the way it should all the time. The way they drive improves 10 fold.
