1988 GW Engine

Well I have begun the love hate relationship with my jeeep. Cold north east = trouble for an engine with a lot of miles. It needs to be pulled. What is the best way to rebuild the 360... .03 bore or leave it stock? Would like all the HP one could get with emissions in PA. However, in the mean time I have a chance at getting an old 78 360 from a wagoneer and was wondering one if it would fit and two how difficult would it be or worth it until the stock one is rumbling again?

the 78 had 4 barrell intake option, if it is, i would use that one.
