1997 xj instrument cluster issue

Yes i know that this may have been covered. I have been through all of the tech and search forums.

Heres my issue. My tach, speedo, oil pressure, volt meter, and gas gauge are inop. My rear hatch and air bag dummy lights are on. My odometer is showing the mileage and trip but does not change. The cluster passes the test when you hold the trip odo reset and turn ign on. turn signal lights and instument backlighting work. If it helps, my turn signals dont kick off when you turn the wheel in opposite direction. sometimes the windshield wipers kick on by themselves. My jeep does not start with the gauge cluster removed. If i remove the fuel pump fuse under the hood the electric fan and windshield wipers kick on. Ive searched the whole harness for shorts with no problems. ive checked and replaced all/any bad fuses. only one i found bad was the instrument panel backlight fuse in the cab fuse panel. Ive been trying to look for the main ground to the fuse panel but cannot find it.

I have removed the gauge cluster, cleaned all connections, bent the pins in a little, dielectric greased, and reinstalled. DID NOT fix the issue.

I am seriously confused as to what it can be. i dont understand how it passes the self test but still is inop. i really just want my gas gauge, temp, oil pressure, and volt meter to work again.
