Depends which side you bolt it.
One side doesn't swivel, the other could be held by pure friction of tightening the bolt

Yeah just like stated before when you tighten down the nut it locks the peg in place and it does not turn. If i have a problem with them turning i will put a lock washer between the nut and hinge

I could make them for bout 200 $ without paint and dimple plate.
