Has anyone else used these?

My drivers side, right below the seat belt and a little behind it has started to rust through. Has anyone used these? Do they cover the seat belt? I cant really tell from the pics and I already went through the hassle of cutting, grinding and welding steel to repair my frame. Id rather just buy this if itll fix my problem.
