Yes it does, it retains the factory latch and lock assembly.

It comes with 8 pages of instructions with color pictures. Some say they are the best instructions they have ever seen.

to anyone: what is the reasoning for the red latch if the OE latch still works? Wouldn't it shut and latch using the original one?

The red toggle latch is there to eliminate any rattles. The factory latch on the driver side will keep your tailgate lockable, however if you don't use the latch on the passenger side it will rattle just enough to annoy you.
