Hence why I made the comment about raw epoxy.
Epoxy primer is going to give best adhesion. We need to figure out what's under the blisters. Is it separating and rising up off the primer or is the primer still stuck to the back of the blister

I'm wondering if you should lance the blister like a boil and push it back down for now

I'm willing to do this but if all the ML around the old blisters start to peel because of it you owe me.

Went ahead and did it on my break at work.

Part of the primer is lifted, though part of it is still on. The bubble was very wet but not full of water. It doesn't really lay flat back down after popping it either. :/

Cut out the blisters to stop it where material is still stuck well. Call me tomorrow and we'll discuss a repair method
