Cj Nutter Bypass

I am looking for some help in Sacramento. I love my CJ7 but this damn carb is giving me nothing but problems. My first thought was engine swap, second move to Nevada. I found an article about the nutter bypass. Has anyone had luck with this? If so, who did it for you? I can do most garage fixes myself, but this looks like I need some skills and tools I do not possess. Before some of you nay Sayers jump in here, my jeep is registered in Lake County so no byannual smog unless I sell it.
