OBA help with compressor

when clutch is engaged on compressor (sanden) should i be able to spin pulley by hand. i'm testing one i got for $16. it spins freely not engaged. when i put power to it it clicks and i cant spin it anymore. is that normal or is compressor shot? this was all done on bench, not it vehicle.
