That spring is probably permanently deformed having been stored at 100 ft-lbs. I'd junk it and buy a new torque wrench, and it's hard to beat Harbor Freight Tools 1/2" clicker torque wrench for only $20. It has far better quality than its cheap price would lead anyone to believe it has.
