How can I add a latch to my swing-out?

Originally it was a simple bolt welded into a T handle to hold the tire carrier. I liked that idea, until today, when I was leaving camp, and the T handle was on the bumper, not in the bumper. Now it's somewhere on the trail.

I'd like to put something like this:

I don't really know where to start. I was thinking that I would have enough space to weld some sort of stay to the swing-out just above the bolt hole area.

Possibly having the latch on the top side of the bumper, under the license plate, and welding the hook side to the tire carrier tube.

Why not just use your t handle and make a theather for it

That'd be because it is laying somewhere in a dirt trail 2 hours away from me, because I left it on my bumper and we left and it fell off and the swing out was just swinging out.

I was meaning why not just get a new t handle and make a theather.

Harbor Freight carries some bolt on latches that will work. I had a swing out bumper made and it came with a latch like I have seen there. Sorry, I don't have a pic of the latch. I will try to remember to take a pic this evening of what I have.

Maybe some variation of this...

While not the "prettiest" setup, it is very effective at clamping the arm down.
