I would use a stick of black pipe and some flat bar 4" piece fron the depot welded on to some flat plate screwed to the window frame. dont let others get you down but I will tell you most of the tihngs you do "cheap" end up costing more in the long run so might as well save up for a bit and do it right the first time.

here is a "cheap" bar, just mounted this weekend..... thrown away bedframe, cut, welded and drilled and put on the jeep.

use a fence post and dril square in it for the lights and drill the post on ur windshild frame
