drop down Hitch tire carrier

I am thinking of building a drop down tire carrier to add to my XJ. I dont want to take up the exisiting hitch though. So i thought of adding one of these (http://www.harborfreight.com/atv-hit...ter-65961.html), or something similar, welding it to the top of my receiver now and using that as my mounting point for the tire carrier. I'll have to notch the bumper, but thats minor.

Any issues you guys see with that plan?

Welding the new receiver to the existing one, is that going to weaken the metal?

Should I sandwich them between two piecs of 3/16" plate to strengthen it?
