Help with NJ vehicle laws

What are the laws regarding lift, bumpers, and fender flare coverage? I looked on liftlaws.com, and it said that a lifted vehicle must have a second inspection sticker, bumpers have to cover the entire width of the tire tread, and fenders have to cover the tires completely also.

I've seen several Jeeps lifted, with mid or stubby width bumpers, and the flares don't cover the tires completely, and I'm wondering what the laws actually are?

Iv taken 2 lifted yj jeeps for inspiration and both passed. .both 4 inch lift one on 35-12.5-15 tires n one on 33-12.5-15 tires..one stubby front bumper..wit tj flares on both..was not told anything about second inspection. .I hav heard of that srconf inspection from people..but I havent had any problems. .what do u hav?

Nothing right now, I just bought the Jeep a few weeks ago. I just wanted to see if the laws were actually enforced. Thanks.

need more opinions

You need more opinions, post a pic so the know-it-alls can chime in.
If you have a mild lift and good fender flares, you most likely will not be hassled.

NJ inspection is reduced to emissions only for MOST vehicles.
Vehicle safety (NJ interpretations) is up to the owner.

Meaning, you no longer need working headlights to pass inspection, but, if you go out at night with no headlights, you'll most likely get hassled and a ticket.

I have about 8" lift on my XJ and I get the second inspection. It is not really difficult to pass.
