The tires need to be completely covered?

Yes, they do. I've had friends get pulled over for not having their tires completely covered. Although they weren't ticketed or anything, they were just given a verbal warning.

I live on the north shore and I've never been bothered for my fender flares.

yeah I'd say it's a hit or miss for being bothered.... I passed inspection with a set that stuck out pretty good, 2 weeks later I got pulled over on the highway and was writen up because I didn't have mud flaps

price was cheap like $60 or something, but the problem is it;s also written as a moving violation so it goes against you on your insurance. that's why I took mine to court
