I'm running 6" of lift with 35s an the cops don't say a word. Iv been pulled over for missing tail lights and what not. And even inspection doesn't give me trouble. Endangered species will rent you a set of 27 inch tires for inspection lol. Not kidding either
I have a 5" suspension and 2" body lift
With 33" swampers that stick out 3.5 inches
Never had a problem with inspection or police
Been pulled over twice by different cops to be asked what lift I had and how I liked it, they were both lifting there's, never had a problem anywhere
Christ I didn't even have my airbags installed and I passed
They have a lot of little laws that they don't Bother with because the police even think they are stupid

Do the 4" lift
You will have no trouble with cops and if the inspection says it's to high which I doubt then throw 500lbs of stuff in the back an a winch up front and you will pass fine haha

IDK back when I was on 33s and a 4" lift the first place i tried to inspect at told me he couldn't pass me even before I was in the bay because the jeep was too tall.. Ever since then I put on inspection tires and go somewhere else as I would have even more issues on 35s..... Its worth the trouble in my mind to have the inspection tires and such. Im sure some places are more lenient than others and your mileage may vary...
