I have gotten the permit at both places. When I went to Robert Moses someone came out and checked all of my equipment, which was fine because I carry it all. When you go to Belmont Lake to get it the woman in the office never leaves her desk and does not check your stuff. But you better have it on the beach when the Rangers stop by.
