I got pulled over and ticketed with my old 95 YJ because my tires exceeded the flares too much. I might be mistaken, but PA law only allows 1-1.5 inches of tire to be uncovered by fenders or flares. Thus, I think the idea to run without flares all together would turn out bad I think. Especially if you live in a nice small sleepy town with bored cops.

Depends on the cop. A friend of mine has a tj with 37 inch tires that stick out of the flares about 5 inches, plus he has metal cloak fenders on. He got pulled over once and the cop said nice jeep, your tires stick out but I guess theres nothing you can do about it. Have a nice day.

I suppose it all depends on how strict and bored your local LEO are. Again, I wouldn't do it after having to pay the ticket and eventually get extended flares. Good luck.
