New to Colorado - Frame repair?

Hello all, I have a 2000 xj which spent its whole life in upstate NY, needless to say it has its fair share of rust. My biggest concern is the rear frame. I purchased and installed a JCR rear bumper tire carrier and when i went to install the nut strip i noticed that the frame is rusting heavily around the holes in the frame, it's to the point where I don't feel safe towing anything. (Its worse under the brackets its paper thin)

Does anyone know who would be able to repair this? shop or just a good welder... Maybe weld some support bars to the underside and sides?

XJ's are uni bodies, so it is near impossible to replace. However there are some companies that offer bolt and weld on 'frame reinforcement' kits. Check the XJ tech section, they might help ya!
